A Tenant Management Organisation (TMO) is an organisation set up under the UK Government's Housing (Right to Manage) Regulations 1994, which allow residents of Council or Housing Association homes in the UK, to take over responsibility for the running of services on their estate.
The community representatives of N&S Arden Estate first looked at managing services in 1994. Negotiations started in 2002, and the TMO went live in November 2005.
The TMO initially took on responsibility for estate cleaning, grounds maintenance, Void dwelling management, and day to day repairs. It also took on responsibility for tenancy management in 2016.
The organisation's residential share members elect a Management Committee of up to 12 eligible residents to make decisions on their behalf.
The committee meets bi-monthly to manage the work of the TMO and monitor the performance of the services we provide.
Responsibility for day to day operational functions is managed by employed Office and estate staff, who are based in a local office.
We currently manage 740 homes, 223 of which are Leasehold properties. Of these dwellings, 4 are family street houses and the rest are flats and maisonettes. There are 5 play areas on the estate as well as 3 bicycle sheds.
There are 2 underground Car parks on the estate, which Hackney Council rents out on a commercial basis. There are also 54 Garages and 153 parking spaces on the estate.
The North and South Arden estate is owned by the London Borough of Hackney, and the TMO manages it on their behalf. Decisions are made by its members (Shareholders), who elect a board (Management Committee) to conduct the business of the society. Elections for vacancies on the Management Committee take place during our AGM in September/October, and any member can be nominated for election. Members are expected to attend all General Meetings; all major decisions are put before the members at these meetings and each member has a right to vote on any resolution. All members share responsibility for running the TMO.
The management committee represents the shareholders and makes all strategic decisions of the society. They meet at least 6 times in the year
